E-Government in Malaysia: Its implementation so far and citizen’s adoption strategies

E-government is a general term describing the use of technologies to facilitate the operation of government and the disbursement of government information and services. The Electronic Government initiative in Malaysia was launched to lead the country into the Information Age.

It has improved both how the government operates internally as well as how it delivers services to the people of Malaysia. It seeks to improve the convenience, accessibility and quality of interactions with citizens and businesses. At the same time, it will improve information flows and processes within government to improve the speed and quality of policy development, coordination and enforcement.

The vision of Electronic Government is focused on effectively and efficiently delivering services from the government to the people of Malaysia, enabling the government to become more responsive to the needs of its citizens. There have several types of applications of e-Government in Malaysia such as E-Filling, E- service, E-syariah, E-procurement and others.

One of the E-Government project implementations such like E-filing, this E-filling is a program in Malaysia which allows taxpayers to fill in and submit their annual income tax returns online through the internet.


However there have some problems encountered by user which is the people who lack of knowledge in using computer to fill up their income tax forms through internet, normally teenager will only have knowledge for surfing net. Besides that, users don’t have confident to use e-filling system because they will worry about their privacy data and the tax return will be viewed by other people.

The good suggestion to encourage more citizens to use the e-government application is government should create a campaign to show the usefulness of the application to the citizen. On top of that, the government needs to improve the security of the application so that hacker can’t easily hack into the website to steal the customer data.

With regards to the post of “E-Government in Malaysia: Its implementation so far and citizen’s adoption strategies”, I strongly agree that e-government is a good idea that should introduce and implement nationwide.

However, there are few weaknesses in Malaysia’s e-government system that I wish to highlight.

1. The e-government services provided are not centralized (distributed to own managed web site). For example, the e-services and e-filling and totally separate. For my suggestion, there should one portal that connects the e-services from different departments or ministry. One time user logs in can access to all these services. This make maintenance and promoting the e-services easier as the user know where to access it.

2. Due to security concern, some of the services require PIN number to log-in, which I feel inconvenience. For example, e-filling require user go to LHDNM branches to get the PIN number before can log in for the first time.

3. The services provided on the web should provide more than one language.

As mentioned by authors, we have to aware and concern of those who are not computer literate. In addition, we have to care of disable person, who may face difficulties in using computers, or low income family that do not own computer and internet access. I agree with them that government should create more campaign in promoting the e-government services.
