There are differents auction besides eBay... is that possible eBay feedback forum to verified all the other users? Such as Yahoo auction, etc.
Ebay feedback forum is one of the way to solve the problem, and it need to promote widely to seller and buyer to make sure this alternative can be used.
On the other hand, campaign should be provided to the users of the online auction to increase their awareness about this issue.
